Typically... Sparse set toms are incremented at the maj 5th (aka, the Star Wars Increment). Dense set toms are incremented at the maj 4th (aka, the Here Comes the Bride increment). There's no hard and fast rule other than to avoid dissonant increments unless specifically called for. Drummers rarely tune to pitch.

With the maj 4th increment, the toms would basically match the notes of an "Attention" Bugle Call.
